deleting student vs un-enrol
If we un-enrol a student, are we stilled billed for them?

Richard,
Yes, if you only un-enroll a student you are still charged. Only when you fully delete a student are you no longer charged. To see a list of students that are not enrolled in any class go to the Student page, then click the CHANGE button in the upper left corner, then select the Unenrolled Students option. From here you should be able to determine which students might be good to delete.
